Tax Brackets and Marginal Rates
You may be reviewing Form 540 because line 19 differs from the income shown on your federal return. You need to identify the correct 2025 bracket schedule and estimate whether your California withholding or estimated payments cover the state tax.
Here is the California-specific part: a marginal rate applies only to the portion of income within a particular bracket, not to every dollar of income.
For tax year 2025, rates run from 1% to 12.3%, based on filing status and California taxable income - not federal adjusted gross income or gross salary. The California Franchise Tax Board (FTB), which administers California personal income tax, publishes the official schedules.
Your top tax rate does not apply to every dollar.
The next distinction is sales tax.
Sales Tax Is Separate
Sales tax brackets do not exist for personal income. The California Department of Tax and Fee Administration (CDTFA), which administers California sales and use taxes, oversees transaction taxes.
The total rate can include California state tax, county tax, city tax, and special-district tax, so it varies by address. Check the official rate lookup rather than applying an income-tax percentage to a purchase.
That sales-tax distinction clarifies the state-specific calculation.
Filing-Status Thresholds
California divides 2025 income-tax rates into low, middle, and high ranges. For single filers, rates progress from 1% through 8% on California taxable income up to $72,724, 9.3% from $72,725 through $371,479, and 10.3% through 12.3% above that amount.
Joint filers reach the same rates at different thresholds.
The calculation depends on how you use the schedule.
Use the Correct Schedule
Use Schedule X for single or married/registered domestic partner filing separately, Schedule Y for married/registered domestic partner filing jointly or qualifying surviving spouse/registered domestic partner, and Schedule Z for head of household.
If Form 540 line 19 shows $100,000 or less for tax year 2025, the FTB directs taxpayers to its tax table instead.
Match the tax year, filing status, and Form 540 line 19 amount.
That choice determines the state calculation.
State Tax Example
State tax is calculated by adding the base amount for the bracket to the applicable percentage of California taxable income above the bracket threshold. Example: Assume a married couple filing jointly has $125,000 of California taxable income for tax year 2025.
The calculation is $3,974.82 plus 8% of the $9,916 above the applicable threshold. The resulting California state tax estimate is $4,768.10 before credits or other adjustments.
Confirm the result through an official service.
Service and Final Check
The official FTB calculator service provides a 2025 estimate using filing status and California taxable income. Verify the tax year, Form 540 line 19, credits, and residency before deciding whether to adjust California withholding or estimated payments.
